REGULAR MEETING
FEBRUARY 11, 2008
CALL TO ORDER - ROLL CALL: Mayor B. Crawford called the meeting to order at 5:15 p.m. and read the following notice: “If a person decides to appeal a decision made with respect to any matter at this meeting or hearing, he will need a record of the proceedings and may need to ensure that a verbatim record is made”. Mayor B. Crawford, Commissioners Beasley, R. Crawford, Myers, Stalvey, City Attorney Maines, and City Manager Berchtold were present.
ITEM A PLEDGE OF ALLEGIANCE - Mayor Brantley Crawford led the pledge of allegiance.
ITEM B. APPROVAL OF THE AGENDA FORMAT
Motion made by Stalvey, second by R. Crawford and carried unanimously to approve the Agenda Format.
ITEM C. PROVISION FOR CITIZEN INPUT
There were none.

Motion made by Stalvey, second by Beasley and carried unanimously to approve all items on the Consent Agenda.
ITEM 2. CONSIDERATION OF ADOPTION OF RESOLUTION 2008-03 BY THE CITY COMMISSION OF THE CITY OF LAKE BUTLER ACKNOWLEDING THE DONATION OF CERTAIN PROPERTY, AND COMPLYING WITH CERTAIN ELEMENTS OF THE INTERNAL REVENUE CODE
Motion made by Stalvey to adopt Resolution No. 2008-03 and to read the Resolution by title only. City Attorney Maines read the Ordinance by title only. Motion seconded by Beasley and carried unanimously.
ITEM 3. CONSIDERATION OF FEE CHANGE FOR RENTAL OF COMMUNITY CENTER
Motion made by Stalvey, second by Beasley, opposed by R. Crawford to table Item 3 until additional information is received.
ITEM 4. COMMENTS FROM JENNIE REED, PRESIDENT, LAKE BUTLER ROTARY, RELATIVE TO FUND RAISING PROJECT FOR BEACH SAND
Ms. Reed spoke about the Club’s efforts and the Fund Raising Dance to be held on Friday, February 15 at the Community Center. Cost of tickets $10 per person.
ITEM 5. REPORT OF CITY MANAGER: LAKE BUTLER TO PALATKA TRAIL PROJECT
City Manager Berchtold provided a report on a site visit by the Office of Greenways and Trails. The City of Lake Butler will host a meeting for the cities from Lake City to St. Augustine in March, 2008.
ITEM 6. APPROVAL OF FINANCE REPORT AND PAYABLES LISTING FOR JANUARY, 2008.
Motion made by Stalvey, second by Beasley and carried unanimously to approve the Finance Report and Payables.
ITEM 7. APPOINTMENT OF EAST- SIDE PARK COMMITTEE
Motion made by Myers, second by R. Crawford and carried unanimously to the appointment of Mary Bristow, Randolph Murray, Henry Filer, Catherine Filer, and Sandra Jefferson.
Commissioner Stalvey suggested having the park dedication. Motion made by Beasley, second by Stalvey and carried unanimously to dedicate the park to Commissioner Fletcher Myers in honor of his years of service.
ITEM 8. SCHEDULE SPECIAL COMMISSION MEETING FOR WEDNESDAY, FEBRUARY 20, 2008.
Motion made by Stalvey, second by Beasley and carried unanimously to schedule a Special Meeting to receive the annual audit on February 20, 2008 @ 11:30 a.m.
ITEM 9. PROPOSAL FOR APPRAISAL – LITTLE RAINBOW PROPERTY
Motion made by R. Crawford, second by Myers and carried unanimously to approve the proposal for appraisal with certain understandings.
ITEM 10. REPORT OF CITY MANAGER: BUILDING FUND BALANCE
City Manager presented two options:
Pay City Hall debt and pay off backhoe debt.
2. Use reserve as funding (partial) for new fire station.
He also suggested researching grants available for new fire station.
Motion made by Myers, second by Stalvey and carried unanimously to table this item.
ITEM 11. REPORT BY THE CITY ATTORNEY
There was none.
ITEM 12. REPORT BY THE CITY MANAGER
City Manager Berchtold introduced new employee Betty McCarty to the Commission.
ITEM 13. COMMENTS OR REMARKS BY COMMISSION
There were none.
ITEM 14. ADJOURNMENT OF THE REGULAR MEETING.
Motion made by Commissioner Stalvey, second by R. Crawford and carried unanimously to adjourn the regular meeting at 5:51 p.m.
