REGULAR MEETING
MARCH 10, 2008.
CALL TO ORDER - ROLL CALL: Mayor B. Crawford called the meeting to order at 5:15 p.m. and read the following notice: “If a person decides to appeal a decision made with respect to any matter at this meeting or hearing, he will need a record of the proceedings and may need to ensure that a verbatim record is made”. Mayor B. Crawford, Commissioners Beasley, R. Crawford, Myers, City Attorney Maines, and City Manager Berchtold were present. Commissioner Stalvey was absent.
ITEM A PLEDGE OF ALLEGIANCE - Mayor Brantley Crawford led the pledge of allegiance.
ITEM B. APPROVAL OF THE AGENDA FORMAT.
Motion made by Beasley, second by R. Crawford and carried unanimously to approve the Agenda Format.
ITEM C. PROVISION FOR CITIZEN INPUT
There were none.
ITEM 1. CONSENT AGENDA

- Meeting Notice – NE Florida League of Cities (Starke)
- Appointment of Debbie Osborne as The City Elections Registration Officer
- Designation of the Union County Supervisor of Elections (Debbie Osborne) as the City of Lake Butler Elections Administration Officer
- Designation of the Official Qualifying Period for Candidates for City Commission Seats (Noon, Monday, May 12th until Noon, Monday, May 16th).
- Re-appointments of Janette Redman and Catherine Filer to the Code Enforcement Board (3/8/08 to 3/8/11).
Motion made by Beasley, second by R. Crawford and carried unanimously to approve the Consent Agenda.
ITEM 2. DROUGHT RESTRICTIONS: ORDER OF SUWANNEE RIVER WATER MANAGEMENT DISTRICT
Motion made by Myers, second by R. Crawford and carried unanimously to approve the order.
ITEM 3. APPROVAL OF FINANCE REPORT AND PAYABLES FOR MONTH OF FEBRUARY, 2008.
Motion made by Myers, second by R. Crawford and carried unanimously to approve the Finance Report and Payables.
ITEM 4. REPORT / RECOMMENDATION OF CITY MANAGER: COMMUNITY CENTER RATES
Motion made by R. Crawford, second by Beasley and carried unanimously to approve the revised rates.
ITEM 5. FRANCES TERRY, EXECUTIVE DIRECTOR, SREC: GRANT FOR SENIOR CENTER
Ms. Frances Terry informed the Commission Board of the grant received. She stated the letter of conditions was not available as of date. The Commission Board requested a copy of this letter once it was received.
Ms. Terry recognized Ms. Karen Cossey for her service on the Board.
ITEM 6. REPORT / RECOMMENDATION OF CITY MANAGER: DEBT
PAY-OFF
Motion made by Beasley, second by R. Crawford and carried unanimously to pay off the outstanding backhoe and City Hall debt.
ITEM 7. PARTNERSHIP WITH UNION COUNTY: PURCHASE OF MOWER
Motion made by R. Crawford, second by Beasley and carried unanimously to purchase a Z turn mower.
ITEM 8. RECOMMENDATION FROM CODE ENFORCEMENT BOARD
2008 WORK PLAN.
The Code Enforcement Board will focus its major efforts on removing dilapidated and dangerous structures within the City of Lake Butler during 2008.
Motion made by R. Crawford, second by Beasley and carried unanimously to accept the recommendation from the Code Enforcement Board.
ITEM 9. DIRECTOR HOLLAND: UNION COUNTY HEALTH DEPARTMENT.
RE: STRATEGIC PLAN FOR UNION COUNTY
Director Winifred Holland provided findings from a recent work group analyzing Union County health needs.
ITEM 10. ADJOURNMENT OF REGULAR MEETING FOR PURPOSE OF CONDUCTION A BOARD OF ADJUSTMENT MEETING
The City Commission adjourned at 5:51 p.m. to meet as the Board of Adjustment.
Following the Board of Adjustment meeting, the City Commission re-convened at 5:53 p.m. to complete the City commission Agenda.
ITEM 11. REPORT BY THE CITY ATTORNEY.
There was none.
ITEM 12. REPORT BY THE CITY MANAGER.
The Department of Corrections/RMC is receptive to the proposed rate increase and 50% cost of the lift station.
ITEM 13. COMMENTS OR REMARKS BY COMMISSIONERS
There were none.
ITEM 14. ADJOURNMENT OF THE REGULAR MEETING.
Motion made by Commissioner Beasley, second by R. Crawford and carried unanimously to adjourn the regular meeting at 5:55 p.m.
